With the latest release of SAP Cloud Transport Management service, you can create modifiable transport requests. Think of an open shell you can now use to add content to it. The idea is that you can use them to test the transport and the involved changes to a defined scope of test nodes (such as TST and PRE-PROD). You can then update the content of the transport based on the outcome of these tests, and test again until you are fine with the outcome. Only then, you release the transport request and with this, add it as unmodifiable transport request to the first-level nodes again, but this time as normal transport request that can then also go to your production nodes.
