SAP Document Reporting Compliance Angola

Angola Tax Authorities (Administracao Geral Tributaria) have published the technical specifications for their upcoming eInvoicing requirement, through the release of the Royal Decree (Decreto Executivo) n 683/25 published on 22nd of August 2025, which outlines the software data structure, electronic invoicing model, and technical and procedural specifications.

According to the Angola regulatory framework, taxpayers will need to use a certified electronic invoice software to generate and submit the electronic invoices to the Angola Tax Authority (AGT) in real time. The authenticity and integrity of electronically issued documents are ensured through a digital code defined by the AGT.

Angola Tax authorities will provide access to taxpayers and software producers to an eInvoicing portal (Portal do Parceiro), where specific authorizations will be granted to the parties; a testing phase will be provided. Whilst there was little indication that the deadline for large taxpayers would be delayed further to the 1st of October 2025, finally on 23rd of September, Angola Tax authorities announced a transitional period to adopt the mandate, lasting until the 1st of January 2026. Angola Tax authorities have also announced that the eInvocing portal will be made available to taxpayers by October 6th, 2025. From September 21st 2026, the obligation will be extended to all taxpayers.

As it is the case for the SAF-T mandate in Angola since 2020, the Tax authorities will require that the e-Invoicing software is certified with the Angola Tax authorities and allow for real-time transmission of information to the AGT; the certification will include the validation of the JSON for Invoices (Fatura), Credit Notes (Notas de Crédito), Receipts (Recibos) and Invoice-Receipts (Faturas-Recibo). The authenticity, integrity, and non-repudiation of electronically issued documents are ensured through a digital code defined by the AGT.

Taxpayers will need to enrol for E-invoicing through the AGT portal (Portal do Contribuinte) from where the certificates (Chave Publica e Chave Privada) will be available for download.

eInvoices will also need to have the specific series which needed to be communicated to AGT. Once the eInvoice is sent to AGT, AGT sends back a notification that the invoice was received and subsequently a message that the invoice is valid or invalid and, in case of the latter, the related reason. Once eInvoice is approved, taxpayer can send it to the recipient. AGT does not send the eInvoice to final recipient. eInvoices need to be capable of being printed in PDF including a QR code via the eInvocing software which will enable to check the invoice details.

Angola Tax authorities technical specifications for eInvoicing provide 7 different API REST services for integration with SIGT (Integrated Tax management system) and eInvocing softwares:
